AEO is the Authorized Economic Operator referred to as "certified operator." The AEO system is a system advocated by the World Customs Organization to implement the certification of enterprises with high credit standing, law abidance and safety through the customs and to provide preferential customs clearance to the enterprises that have passed the certification. Through the mutual recognition system of AEO, different Customs can give concessionary convenience measures to each other's AEO enterprises, so as to significantly enhance the cross-border customs clearance efficiency of enterprises in the two countries, reduce the customs clearance time and reduce the trade costs.

Since 2008, China Customs established the AEO system and has now entered the ranks of advanced countries in the AEO system and mutual recognition work. In October this year, the "WCO" Guide to Implementing the Mutual Recognition of the World Customs Organization (WCO), drafted by the Chinese Customs, was adopted at the WCO Working Group meeting on the "Framework of Standards for Global Trade Safety and Facilitation" For the first time, Customs has led the development of international rules in the field of AEO. So far, China has reached an AEO mutual recognition agreement with 35 countries and regions, including the mutual recognition of the EU, Singapore, South Korea, Switzerland, New Zealand, Israel, Australia and other countries as well as the mutual recognition of the Mainland and Hong Kong. According to statistics, the inspection rate of AEO enterprises in China is reduced by 60% -80% when exporting to the above-mentioned mutually-recognized countries (regions), and the customs clearance time and customs clearance costs are reduced by more than 50%.
