Development and Reform Commission: standardizing railway freight related charges and reducing local
In order to implement the decision-making arrangements of the State Council executive meeting, promote the adjustment of transportation structure, and effectively reduce the logistics cost of the real economy, the National Development and Reform Commission and the General Administration of Market Supervision jointly issued a notice to further clean up and regulate the tariff-related work for railway freight transportation.
The notice stipulates that it is necessary to focus on cleaning up the regulations related to railway freight transportation from five aspects:
The first is to thoroughly clean up and regulate local government fees, and further clean up the local government's charges for the list of national government funds, the list of central and local administrative fees, and the government fees that railway transport companies will cancel. Violation and disguised charging behavior;
Second, continue to clean up and simplify the rail freight miscellaneous fees. The railway head office should cancel and merge some miscellaneous fees according to the actual situation, improve the charging method for the retained projects, and reasonably determine the charging standards;
The third is to strengthen the management of service charges such as dedicated lines and maintenance services, and guide railway transport enterprises to reasonably determine the charging service items and charging standards for transportation facilities and equipment;
Fourth, reasonable reduction of the level of local railway freight rates, implementation of government-guided prices or government-priced freight rates and charges, scientifically determined freight rates, charging standards, significantly higher, should be reduced on the basis of cost supervision or cost investigation;
The fifth is to regulate the behavior of operators, to implement the clear price quotation rules, adhere to the principle of voluntary selection of users, and investigate and punish violations of price violations.
The notice requires that local price authorities and market supervision departments should fully understand the importance of clearing and regulating the freight charges related to railway freight transportation to optimize the transportation structure and reduce logistics costs, comprehensively check the relevant charges and problems of railway freight transportation in the region, and increase the efforts to clean up the regulations.
