This is also the first Russian crude oil imported from Japan since May.The Japanese government urged energy importers to reserve fuels to avoid future shortages, which has also promoted Japan to import Russian crude oil again.



According to a statement issued by Sakhalin Energy Company's website on December 19, Japan's Taiyo Oil Co. is a buyer of this batch of Russian goods. The petroleum company plans to divert the Russian oil to Kikuma and Kikuma andNamikata unloading stations.



Earlier, Japan and G7 cooperative countries jointly implemented the upper limit of Russian crude oil, but unlike other G7 countries, Japan excluded sanctions on crude oil imported from Sakhalin-2.



In a statement in early December, the Japanese government stated that considering Japan's energy security, Japanese energy operators holding shares held in the Sakhalin-2 project in Russia, the crude oil obtained from the project will not be restricted by the upper limit of the price.



The Japanese government also emphasized that the export project of Russia's Sakhalin-2 is an important source of Japanese liquefied natural gas supply, and it is also a necessary channel for stabilizing oil production and imports.



In addition to no price restrictions on Sakhalin-2 crude oil, the Japanese government also requires insurance companies to continue to provide maritime war insurance for Sakhalin-2 to ensure that Japan can continue to import liquefied natural gas from the Sakhalin-2 project.



Compared with the European Union that is completely "one -size -fits -all" with Russia, Japan's attitude is more repeated and superior. However, officials in the Ministry of Industry of Japan said that ensuring the safety of energy such as liquefied natural gas is the first task of the government.



However, Russia has recently announced that it will prohibit foreign buyers exported to Russian crude oil and refined products to foreign buyers who follow the price limit.



Russian President Putin announced on Tuesday that it will prohibit exported oil and oil products to the United States and its allies. The ban will take effect on February 1 next year and the validity until July 1, 2023.



But it is unclear whether the Sakhalin-2 project that has been exempted by Japan can also obtain Russian exemption.



In other words, although Japan does not set up an oil price limit on the Sakhalin-2 project, it follows the price limit of other Russian crude oil to other Russian crude oil. Will this behavior lead Russia directly cut off all exports to Japanese oil.
