The popular Korean shipbuilding industry is suffering from unprecedented human shortage crisis. Welding work accounts for 70%of the entire shipbuilding project, while Vietnamese welders account for 41%of the demand for foreign welders in South Korea's shipbuilding industry. The number of 1,150 Vietnamese workers in the country was nearly twice the total of 600 foreign welded workers introduced by South Korea ’s shipbuilding industry last year. In order to meet the surging handheld orders, the demand for foreign welding workers in South Korea this year has increased to 2,800.



South Korean shipbuilding companies, which are in a crisis of severe manpower shortage, called to Vietnamese authorities: "All applicants have the strength to pass skill testing and hope to allow entry as soon as possible." Compared with Samsung Electronics Pingze Semiconductor Factory or Battery Factory, the shipyard has a greater risk and a relatively low wage level. In the shipbuilding industry with a shortage of manpower, the daily salary is 130,000 to 140,000 won (about RMB 700.35-754.22). The minimum daily salary of semiconductor or battery factories is 180,000 won (about 969.71 yuan), which is much lower than the shipbuilding work.



Insufficient manpower also increased the risk of post -delivery of Korean shipping companies. Korean industry insiders said that the delivery time of LNG and container ships ordered by Britain and Qatar may be postponed. The construction project of Samsung Heavy Industry and Daewoo Shipbuilding has been postponed for about 2 months. Extension of about 1 month, for this reason, all South Korean shipbuilding industry may need to pay 400 billion-500 billion won (about RMB 2.155 billion -2694 billion) for extension of the delay.

It is understood that the increase in the dependence of Korean shipbuilding to foreign workers is because it is difficult to find talents who are willing to engage in the shipbuilding industry in China. According to the prediction of the Korean Shipbuilding Marine Settlement Equipment Association, the human gap of production skills such as welding, painting, and electrical production as the core of the shipbuilding industry is expected to reach 11,099 in June next year, and the gap will expand to 36,000 by 2027.



As South Korea's largest shipyard, Hyundai Heavy Industries has relaxed visa control and will introduce about 550 skilled foreign workers including Thai and Indonesian welders. Beginning in November, about 350 skilled foreign workers will arrive in South Korea as outsourcing workers who are modern heavy workers. By the beginning of next year, about 200 Indonesian workers will arrive, as well as some workers from China, Uzbekistan and Vietnam.



In addition, the number of modern heavy workers will increase the number of foreign transfer workers from 800 to 2,000 in the first half of this year. As of the end of August, the total number of foreign workers in South Korean shipyards is 3880.



In August of this year, the South Korean government has determined the "alleviating recruitment difficult support solution" designed to expand the scale of foreign labor force introduction. It plans to increase about 16,000 foreign workers to enter South Korea within this year. Manufacturing industries and other manufacturing industries are concentrated into foreign labor.



The Korean shipbuilding industry welcomed the government's measures, but it also pointed out that the introduction of the scale and speed of foreign workers' introduction is far from reaching the level of on -site demand. If South Korea shipbuilding is the first in the world, it will take 40,000 people in the next 5 years?



Since last year, South Korea ’s shipbuilding industry has continued to rise. According to data from the Ministry of Commerce Resources of the Korean Industry, the new ship orders undertaken by South Korean shipping companies in 2021 reached 17.44 million CGT, with an amount of 43 billion US dollars, which was the highest value in 8 years since the 18.45 million CGT in 2013, compared with the 823 of 2020, 823 Wan CGT increased by 112%, an increase of 82%from 9.58 million CGTs in 2019 before the outbreak. Entering 2022, global shipping continued to run at a high level.



Clarkson's data shows that the number of South Korean shipping companies has reached 14.65 million CGTs from January to October this year, with a market share of 42%. As of now, the three major ship companies in South Korea have taken over 100 LNG ship orders this year, reaching the highest level of history. The dock resources before 2026 have been sold out, and the workload is very saturated.



Although the order continues to influx, the South Korean shipbuilding industry is facing a huge manpower gap. Data show that there are only about 90,000 people in South Korea's shipbuilding industry, and less than half of about 200,000 people in 2014 in the peak period. Considering the increase in orders began to increase in 2020, the human resources currently needed are about 120,000, and the gap is about 20,000 to 30,000.



According to the survey data of the South Korean Shipbuilding Marine Set Equipment Association, in order to maintain the competitiveness of the Korean shipbuilding industry as the world's first competitiveness, it will need to invest 43,000 professional talents in the next five years.



On October 23, the South Korean Ocean and Shipbuilding Association announced the results of the "Research on Shipbuilding and Marine Industry Human Support" under the support of the Ministry of Industry and Commercial Resources. Statistics show that the number of people in South Korea's shipbuilding industry continued to decrease after reaching the highest value of 20.3441 million in 2014, and it fell to 923.94 million in July this year. It has been reduced by 54.5%in 8 years. In particular, the design and research and production manpower of the shipbuilding industry decreased by 6645 (46.9%) and 98003 (58.3%), respectively.



The association conducted research work in order to cope with the amount of orders expanded and formulated the plan to cultivate future talents. As a result, it was concluded that by 2027, the professional talents required for shipbuilding and marine industries will reach 135,000, and they need to invest 43,000.



From the specific situation, research and design manpower requires 14,000 people, production manpower requires 107,000 people, and other manpower requires 14,000 people. In other words, compared with the current, 4,000, 37,000 and 2,000 people should be increased respectively.



The association proposes the three major strategies of the human supply and demand of the Korean shipbuilding industry: expanding the foundation for human cultivation, creating a stable manpower inflow environment, and laying a high degree of human supply and demand ecosystem for future new markets.



The association plans to negotiate with the government to actively promote the introduction of foreign production manpower, and implement the "shipbuilding and renovative talent training hub in the future."



Cui Guizhong, vice chairman of the South Korean Shipbuilding Association, said: "The Association will formulate a medium- and long -term plan to solve the human issue of the shipbuilding industry based on the results of this study, and discover high -efficiency and urgent need for projects."
